Fairfield police received a report that a man, believed to be Storms, tried to carjack a vehicle early Monday morning, but the female driver was able to drive away, Mayoral said.

Police said Storms then smashed the windows of a parked four-door 2005 Toyota Corolla containing three young women at a shopping area in the
1900 block of N. Texas Street around 7:45 a.m.

Storms repeatedly punched the closed driver's window and yelled at the women to get out of the car and run, Mayoral said.

The women climbed into the rear seat of the vehicle and one unsuccessfully tried to start the car, Mayoral said.

The women fled the car through a rear door when Storms opened the driver's door, Mayoral said.

Storms drove north on North Texas Street and an off-duty civilian employee of the Solano County Sheriff's Office spotted the carjacked Toyota around 8:05 a.m. on eastbound Interstate Highway 80, Mayoral said.

Fairfield police and county sheriff's deputies caught up to the car at Interstate Highway 505, Mayoral said.

The pursuit on Highway 80 reached speeds up to 80 mph and was taken over by the California Highway Patrol through Yolo County and into Sacramento County, Mayoral said.

Storms slowed down and pulled over on Highway 80 and West El Camino Boulevard, Mayoral said.

He surrendered and was taken into custody but refused to give police a statement, Mayoral said.

The three women who were in the Toyota and the attempted carjacking victim identified Storms as the suspect, Mayoral said.
