Police arrested a man Tuesday on suspicion of shooting another man at a Fairfield apartment in December, a police lieutenant said.

On Dec. 1, police found a man, identified as Herman Collins, 31, of Fairfield, who had been shot in the chest at the apartment at 840 E. Travis Blvd., Lt. Stephen Crane said. A dozen rounds were fired inside the apartment complex, Crane said.

An hour later, a 20-year-old Fairfield man, identified as Dennis Harris, 20, of Fairfield, went to a trauma center for treatment of gunshot wounds to his leg and shoulder, Crane said.

The injured men were uncooperative with the investigation, Crane said.

Police contacted Collins at 11 a.m. Tuesday at his residence in the 2000 block of Clay Bank Road and arrested him for the December shooting of Harris at the East Travis Boulevard apartment.

Collins was booked into Solano County Jail on suspicion of shooting in an inhabited dwelling and being a felon in possession of a weapon, Crane said.

Collins has prior law enforcement contacts for assault with a deadly weapon, robbery, burglary, theft, criminal threats, battery, resisting arrest DUI and possession of narcotics, Crane said.
