Vallejo Man Charged With Receiving Child Pornography

A Vallejo man was charged with receipt of child pornography, according to the Department of Justice. Five defendants have been charged in cases that came as part of Project Safe Childhood -- "a nationwide initiative to find and prosecute those who sexually exploit children, and to identify and rescue victims."

The Vallejo man is Leslie Oneal Bland, 49. More information on his charges are below. 

"Even after child pornography producers are identified and convicted, their recordings still circulate online and elsewhere for the continued consumption by other offenders," said the DOJ release. "As a result, the damage inflicted by the production, distribution, and possession of child pornography continues indefinitely for victims all over the world."

Cases of Receipt of Child Pornography

Keith Richard Hill, 33, of Sacramento; Leslie Oneal Bland, 49, of Vallejo; and Gerald J. Ratulowski, 67, of Antelope, were each charged with receiving child pornography.

If convicted, the defendants face a sentence of five to 20 years in prison and a $250,000 fine. Any sentences, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. The charges are only allegations and the defendants are presumed innocent until and unless proven guilty beyond a reasonable doubt.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Davis Man Charged with Receiving Child Pornography (2:12-cr-419-GEB)

James Capalbo, 61, of Davis, is charged with receipt of child pornography. The indictment, brought on November 29, 2012, alleges that between March 28, 2011 and April 26, 2011, Capalbo did knowingly receive visual depictions of a minor engaging in sexually explicit conduct. This case is a product of an investigation by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). Assistant United States Attorney Michelle Prince is prosecuting the case.

Marysville Man Charged with Receiving Child Pornography (2:12-cr-422-JAM)

Derrick Jason Pair, 28, of Marysville, with receiving child pornography. The indictment alleges that on June 2, 2012, Pair knowingly received images of child pornography through the Internet. This case is the product of an investigation by the Sacramento Internet Crimes Against Children (ICAC) Task Force and the Marysville Police Department ICAC is a federally and state-funded task force managed by the Sacramento Sheriff’s Department with agents from federal, state, and local agencies. It investigates online child exploitation crimes, including child pornography, enticement, and sex trafficking. Assistant United States Attorney Kyle Reardon is prosecuting the case.
