In response to the state's elimination of Redevelopment Agencies across California, the City Council appointed a special committee to look for ways to preserve community-building events in Suisun City. Many of these events, including the annual Independence Day Spectacular, were subsidized by the Redevelopment Agency.

Along with legalizing the sale of state-certified fireworks, the committee recommended creation of an independent non-profit group to raise community support and funds for local events.

Just barely started, the Suisun City Community Services Foundation has embraced the challenge to collect donations to pay for the Independence Day Spectacular on July 4, 2012.
